Portugal’s Digital Transformation: Emerging as a Global Hub for Sustainable Digital Infrastructure

Portugal is quickly establishing itself as a digital hub and an emerging market for global digital infrastructure. The country’s unique location provides key landing points for international subsea cables coming in from the Americas and Africa, data centers, terrestrial networks, and energy solutions. They leverage Portugal’s coastal access as a gateway to European markets as well as a plethora of natural resources allowing for more sustainable options for large-scale digital deployments.

The fast-paced digital transformation in Portugal is the result of more than two decades of ambitious plans to invest in the country’s digital infrastructure capabilities. Key developments underway include:

  1. Adoption of digital services throughout Portugal’s government, positioning the country as a global leader in public administration services
  2. Implementation of 5G network deployments, raising nearly €567 million through spectrum auctions to empower companies like NOS, MEO, and Vodafone Portugal to launch 5G services
  3. Expansion of the country’s broadband infrastructure through public and private programs, including upgrading subsea cables connecting Madeira and the Azores
  4. Investments in educational programs to improve digital skills and computational thinking, preparing current and future generations to support the country’s commitment to digital transformation
  5. Support for advanced technologies such as artificial intelligence (AI), advanced computing, and open data initiatives

These initiatives are driving development alongside the SINES Project by Start Campus, a cutting-edge 495 MW data center campus and a key project to unlocking the industry’s sustained growth. This privately funded initiative supports and enables Portugal’s vision to become a formidable digital hub and enable cross-continental connectivity to Europe.
